A simple question about the smarty application

Hello everyone, now I want to use smarty to implement a simple web page, that is, there are about 10 webpages with the same structure. some of them are: description, and each webpage has a different structure, as shown below

The above are all instructions on the webpage operations and are planned to be used <Unordered list> . My question now is: if smarty is used, should I put the big text in these instructions in tpl? Put it in the php script. thank you!
