I have already followed the online method, but I still can't do it. The following is what my online friends wrote. I can't do it as follows!

1. copy the libeay32.dll, ssleay32.dll, php5ts. dll, and php_curl.dll files in the PHP directory to the system32 directory.
2. modify php. ini: Configure extension_dir and remove the semicolon before extension = php_curl.dll.

3. restart apache or IIS.

Your error message does not mean you cannot run curl, but times out. it is estimated that the request url times out.
Try to access the url in your browser on your server to see if it times out
