1. Clock in the console with administrator privileges;

2. Execute Snrctl Stop//Shutdown listener
3. Rename or remove the Listener.ora file; Which is not really required//delete the listener configuration file. Listener.ora
4. Lsnrctl Start//boot listener
If you're lucky, you can set up the database again correctly.
