If the computer network:
1. Turn on a wireless network (take the cheetah free WiFi as an example) 2. The phone is connected to this wireless network (so that the phone and computer are in a LAN) 3. Now check the IP address of your phone (my is 192.168.191.2)
4. Turn on the computer cmd. Ping 192.168.191.2
5. If the previous step can ping the pass, such as:

6.ipconfig
Get computer-side IP (192.168.191.1) in LAN
7. Open the Tomcat server and deploy the server-side application
8. Open the mobile browser, enter the address (my 192.168.191.1:8080/user) to access the success if it is an Android app, the same !!!!!!! The most important thing is that the computer and the mobile phone should be in a LAN
