Suppose you use SharePoint as a public site to open up, such as a company display site. Then people who browse the site do not need to register and login. You should be able to see the content. This time you need to open anonymous access to the site.
Anonymous access to SharePoint is top-down, and farm administrators can do general control at the Web application level in central administration.
On the Web Application page, select a Web application. Click Anonymous Policy on the Ribbon:

This is because anonymous access is not turned on on this web application. Click Authentication provides:
Click Default:
Select Enable Anonymous Access here:
After clicking OK, anonymous access is turned on in this Web application.
Once again, go to the anonymous policy page and you'll be able to set it up. Here are three options:
None: There is no limit, the following site collection can be configured on its own can be enough to open anonymous interview. Whether to consent to anonymous user changes in content.
Deny Write: If this option is selected, it is not valid even if the following site collection agree with the anonymous user to change the content.
DenyAll: This is not valid even if the following site collection has consented to anonymous access.
This allows the Web application level to be set.
