ArcGIS Server development problems toolbar toolbaritems Problems

After setting buddycontrols, click "..." In toolbaritems to bring up the error prompt dialog box.

Value cannot be null Parameter Name: path1

Some further clarification on this problem.
This error only occurs when you create your web app using file-> New-> Project-> Web-> Asp. net web application. if you use the Web Mapping Application Template available via file-> New-> Web site-> web mapping application then all is well, at least on my machine.

I copied a good toolbar definition alert SS from a template derived application and it works at run time, you just can't use the design time control to add toolbar items.
