1. Return only the 404 Status Code, and the custom 404 page is configured in IIS error pages.

2. Set Response.suppresscontent to true in case the response content is sent to the client. In our actual tests, we found that if you do not set response.suppresscontent, you will see some of the response content when accessed in localhost.
