Automatically add Python header files to vim

After creating a Python file with vim, such as pw.py, the file header will be filled in automatically, such as:

  1 #!/usr/bin/env python  2 #-*-Coding:utf-8-*-  3 # Pw @ 2013-04-15 17:26:33

Add the following code to the/ETC/VIM/VIMRC file:
