C ++ connects to mysql with garbled Chinese Characters

Mysql encoding settings:

Enter Chinese characters on the terminal and view the information.

Phpmyadmin inserts Chinese characters and then views them.

SET mysql_query ("set names UTF8") for the php connection. Check that all the data inserted by the terminal or phpmyadmin is not messy.

The only mess is the Chinese characters written in c ++, which are all garbled.
