Owned is true, the initial state of the mutex is acquired by the main thread, otherwise it is not in the acquired state

The name is defined as the mutex, and in the entire operating system there is only one named Csharpthreadingcookbook mutex, one thread gets, and the other thread cannot get the mutex, only wait.
