Configure environment variables for SQLite

The environment variables configured by SQLite are the same as those configured by Java, but they do not seem to be the same for everyone,

Some machines can, but some machines do not work in the same way. In short, the train of thought is the same. There are always appropriate parameters.

If it succeeds, sqlite3 can be identified in DOS; otherwise, the system will try again and change the directory.
