By tab->e00: Using the Arclink in the MapInfo tool

by Tab->coverage: First convert to shape, then use Shapearc in ArcInfo, or turn to E00 first, in import

By Mif->shape: Use a general-purpose converter in the MapInfo tool, or use Arctoolbox direct conversion

By mif->e00: Import tab in MapInfo, and then use the Arclink in the MapInfo tool

by Mif->coverage: First convert to shape with Arctoolbox, then shapearc<--Viewthread_post_sig in ArcInfo
