Create a new Flash document and press CTRL+J to modify the document properties:

Then use the Type tool, set the following, and enter the text:

Convert to movie clip symbol:

Then frame 15th, insert the keyframe, and then open the Properties panel and set the following filter:

Insert a keyframe at frame 30th and set the filter:

Insert the keyframe at frame 45th, and then set Alpha to 0%.

Finally you know, create a motion tween bar!
