The Win7/win8 problem lies in:
64-bit systems are generally capable of installing 32-bit programs,
Execute C:\Windows\SysWOW64\regsvr32.exe instead of C:\Windows\System32\regsvr32.exe

Workaround:
1, copy the Teechart8.ocx to the C:\Windows\SysWOW64 folder of the system,
2. Run Cmd.exe as Administrator, execute command CD C:\Windows\SysWOW64
3, go to this directory, then execute regsvr32 teechart8.ocx (here to change the name you need to register)
