3. Punishment

Li Guobin disclosed that, in accordance with the "method", once the Internet e-mail service provider to confirm the sending of spam, Mii will be subject to the circumstances of 10,000 to 30,000 yuan fine and warned.
Mii will also conduct market access management for e-mail services (i.e. licensing systems). All enterprises and individuals providing e-mail service must obtain the Value-added Telecommunication business license issued by Mii, or perform the procedure of filing the non-operating Internet Information Service.
For spam from the source of the mail server, MII will register the IP address of the domestic email server from next month. The Mail service operator must register the IP address of its mail server with the MII or local communications authority on 20th before its server is opened.
