Oracle 12c con_id Values Overview

In fact, if you take a careful guess, you should be able to guess:
Because CDB is made up of root container,seed pdb container,0 or multiple PDB container.

Query Official Document V$PDBS view:

con_id

The ID of the container to which the data pertains. Possible values include:

? 0:this value is used for rows containing data, pertain to the entire CDB. This value was also used for the rows in Non-cdbs.

? 1:this value is used for rows containing data, pertain to only the root

? n:where n is the applicable container ID for the rows containing data

So con_id =1 is Rootcontainer,
