Oracle View permissions Oracle CREATE VIEW permissions are insufficient _oracle

Problem Description: When creating a view under Scott's user, error: Insufficient permissions.
(Other users, etc.)

Workaround :
Log on as a DBA user
[SQL]

Sqlplus/as SYSDBA

Give Scott user permission to create view
[SQL]

Grant CREATE view to Scott
Log in Oracle with Scott User

[SQL]
