No. Programmers like Indians can also find it in China. However, China does not have a proper Outsourcing Management Method. That is to say, most people in China who do software management want to do software, instead of outsourcing. They did not consider outsourcing requirements and restrictions.
On the one hand they see that outsourcing has some excess profits, but on the other hand they always want to make some software products on their own, so they have made the company a contradictory three-dimensional result, outsourcing is not done well, and software is not made. Haha

In fact, many domestic enterprises want to outsource, but they are unwilling to simply outsource.
