Finally discovered, originally I found the wrong control, is not related to welcome.ascx at all. and the internal mechanism is like this. First, there is a server control Socialnavigationcontrol, which is presented in Socialdata.ascx. Its file location is the same as welcome.ascx.
Second, there is also a hosted control that is overwritten in the Socialdelegatecontrol.xml file. This XML file exists in the feature folder (Socialribboncontrol). This overlay was applied to the GLOBALSITELINK2 hosted control.
Finally, V4.master master page by using <sharepoint:delegatecontrol controlid= "GlobalSiteLink2" id= "GlobalDelegate2" scope= "Farm" This control is referenced by the runat= "server"/> declaration. So, I'm trying to comment out (or delete) This statement in the master page.
