Tortoise SVN Installation Right-click no menu workaround

There was a problem installing SVN today because the right-click menu was installed once and then installed.

But because the system was re-installed a few days ago, this installation did not appear directly after this menu!!!
Baidu did not find a solution to this problem they said
Open Settings (program there), select the Icon Overlays item, to the right, Status Cache to select Default, Driver Types there to choose the Fixed Drives, all the other options are canceled
and 64-bit system to download the 64-bit program
I'm satisfied with all these conditions and I don't have the results .

Workaround Open the Setup program to select Repair
