Solution:

Open Excel, and click "self-text" in the "get external data" section of the "data" tab ";

 

 

Find the target file to be opened, select it, and click import ";

 

 

After the text import wizard is displayed, in the "separator" section, select the "comma" check box, and then click "next ";

 

 

Set "column data format" to "text ";

 

 

Now the leading zero is displayed normally.
