Incorrect IIS or disk permission configuration may cause 403 permission errors.
The following are the solutions
1. the hard disk is in NTFS format. Modify the properties of the IIS Site root directory folder, add IUSR _ your machine name and IWAM _ your machine name to the security options, or place the file under WWWROOT, select the permission to inherit the parent folder.
2. Under the permission of the IIS site, you can also specify the permissions for each file or directory under the IIS Site. (If your IIS Site is anonymous, but the next file is specified as a non-Anonymous Access, the password is the same)
3. In the ROOT directory of the website, right click → properties → Security → Add the EveryOne user, and at least give the read permission.
4. Set the directory security label in the IIS Site attribute and click the edit button next to anonymous access and authentication control to remove the integrated Windows authentication.
5. Do not ignore the image link. In non-Anonymous access, it can also cause a verification dialog box, and each image appears once (if an absolute URL is used)
6. Whether the FrontPage Server Extension is installed when IIS is installed. If yes, uninstall it.
