After searching online for a long time, I finally found a solution:
Installing Ati "fglrx" drives:
1. Open the "synaptic" (System> Administration> Synaptic)
2. Search for fglrx
3. Mark xorg-driver-fglrx and fglrx-control
4. Apply changes (it will download and install the drive)
5. Open a terminal window
6. sudo cp/etc/X11/xorg. conf/etc/X11/xorg. conf_backup (Creating a backup)
7. sudo gedit/etc/X11/xorg. conf
8. Find "device" change driver = "vesa" or "ATI" to driver = "fglrx"
9. Save
10. ctrl + alt + backspace (restart X)
To put it simply, I installed the fglrx driver of the earlier version of ubuntu. I checked reinstall in synaptic. In addition, I uninstalled compiz related items, including desktop effects. If you do not uninstall it, it seems that the openGL driver will still be recognized as mesa, and I don't know how to change it. You can play games! The X1400 video card is still quite powerful, and the latest bioshock game can be used to make the game work at a low resolution.
