The process of creating a sailor's texture is simple, and it is also a technique that can be applied to most skin types, even to creatures with different skin tones.
The following is a model with no polygon coloring, the upper-left corner is the version you just started to draw, and the brushes, strokes, and channels (alpha) are used in the subsequent steps.
First draw the entire model with a very passionate red color, and then define some blank areas in the skull (eyes, mouth and cheeks) with a saturated blue color, adding yellow and more prominent bones.
On the second layer, the more realistic color/complexion of 70% transparency creates a translucent feeling on the skin, which looks like a body, but still sees red, yellow, and blue at the bottom.
After defining the primary color, use a series of mask functions, such as "Smooth Mask" and "Gravity Mask", to add the variability of the body color.
The next level of detail is done on different layers so that they can more effectively control the size of the overall texture.
The above is a few steps to draw a texture using a polygon shader, and I hope it works for you.
