Look at the effect chart first.

1, open the original image press CTRL + J copy one layer.

2, Executive menu: Filter > Blur > Gaussian blur, the value is 6.5.
3. Change the fuzzy layer blending mode to "overlay".
4. Press CTRL + Shift + N to create a new layer, change the layer blending mode to "soft light", select feather Brush tool, smear the character face and whiten the character.
5, press CTRL + Shift + E to merge all layers.
6, point Channel Cotton version, choose the green Channel Press CTRL + A Select all, press CTRL + C copy, point blue Channel Press CTRL + V paste.
7, press CTRL + U hue/saturation, Hue: +27, saturation: +17. Finalize the final effect when determined.
