The notice is clear that the 29th Olympic Games and related events in mainland China and Macao's new media (Internet and mobile platform) broadcast rights have been awarded by the IOC exclusive to China Central Television. No other new media, such as internet and mobile platforms, can be broadcast without authorization from CCTV. The Internet and mobile platforms can legally use the video and audio program signals of Olympic events and related events by obtaining the authorization of CCTV Network communication center.

The notice said that the illegal transmission of Olympic events and related activities through the Internet and mobile platforms will be incorporated into the "2008 crackdown on Cyber piracy" by the National Copyright Administration, the Ministry of Public Security, the Ministry of Industry and Information technology, and the Internet and mobile platforms for unauthorized broadcast of Olympic events and related activities, Will be dealt with strictly according to law.

The notice requires that, during the Olympic Games, all localities should strengthen the supervision of the Internet and mobile platforms which are legally licensed or documented in the jurisdiction. Discover the Internet and mobile platform illegally broadcast Olympic Games and related activities, the copyright Department should be from the fast, strict treatment. The Communication Management Department will implement the administrative treatment measures such as stopping access and shutting down the website according to the illegal situation identified by the Copyright Enforcement Department. The Broadcasting and Television Administration Department shall guide, supervise and urge the Internet and mobile platform of the jurisdiction to hold the "Information network to disseminate audio-visual program license", and should not use the video and audio program signals of the Olympic Games and related activities illegally. For the Internet and mobile platform illegally broadcast circumstances seriously suspected of constituting a crime, should be transferred to public security organs for criminal responsibility. If unauthorized or recorded internet and mobile platform engaged in illegal broadcast of Olympic Games and related activities, once verified, will be banned by the Communications Management department.
