In Windows, SVN can only modify its own log script

SVN client can modify logs (and only user logs can be modified)
Locate the hooks directory in the repository, copy the pre-revprop-change.tmpl file as a pre-revprop-change.bat file, and then copy the pre-revprop-change.ba File Content
