I have not installed oci.
The autoconf version is too high. my solution is to install autoconf 2.13
Run the following command in the redhat system:
Yum install autoconf213.noarch
Export PHP_AUTOCONF =/usr/bin/autoconf-2.13
Export PHP_AUTOHEADER =/usr/bin/autoheader-2.13

Configure: error: libjpeg. (a | so) not found.
Or configure: error: *. (a | so) not found.
These libraries have been installed, but an error is reported.
Add the parameter-with-libdir = lib64 to configure.
