This is because iOS will default to trust after you install Fiddler's custom certificate before iOS 10.3, and no further setup is required. After iOS 10.3, installing a new custom certificate is not trusted by default.

If you want to trust a custom certificate that you have installed, you need to set it up manually.

Settings, general-about, certificate trust settings for this computer, locate the Fiddler certificate, turn on the trust switch
