• If it's a new App, create an iTunes Connect record for it. See Create an iTunes Connect record for TestFlight beta testing.

• Generate a new APP Store delivery profile with Beta licensing to deliver builds via TestFlight.

• Upload a binary file of the App. See upload binary files for your App.

• Add the App description and test content to the build version. This step is optional when you publish a build to an internal tester, but you must perform this step when you submit the app to a Beta app audit for external testing. See Add metadata for pre-release apps.

• Deliver apps to internal testers.

• Submit your app for Beta app Review and deliver it to external users.

• Get feedback from testers.

• Upload a new build at the same time as the development.

• After the user completes the pre-release test of the app, submit the app for app review or close the test.  See submitting apps to app reviews or completing app tests.

To enable users to start testing the pre-release build of the APP.
