GRANT all privileges on * * to ' root ' @'% ' identified by ' 123456 ' with GRANT OPTION;

Connect to the MySQL server from any host. Root username, 123456 as password.

grant all privileges on *.* to  ' root ' @ ' 192.168.0.28 '  identified by 123456 '  with grant  option;

// Allow user root to connect to the MySQL server from the IP-192.168.0.28 host and use 123456 as the password.

Flush privileges;
