Through the Event Viewer, the application discovers that the cause is C:\windows\system32\d3d9.dll causing the failure to start normally.
Treatment method: Substitution method
1. Copy from another normal environment d3d9.dll
D3d9.dll
2. Run command prompt cmd as Administrator

3. Use the administrator to be the D3d9.dll owner and grant Full control through commands
takeown/f%windir%\system32\d3d9.dllcacls%windir%\system32\d3d9.dll/g Administrators:f
4. Back up the D3d9.dll file first
Navigate to directory%windir%\system32, modify D3d9.dll to D3d9.old
5, copy the normal available d3d9.dll to the directory
%windir%\system32
