Transmission 2.80 was just logged on to its official PPA and supports Ubuntu 13.04 and Ubuntu 12.10 users.

Install PPA:

Sudo add-apt-repository ppa: transmissionbt/ppa

Sudo apt-get update

Sudo apt-get install transmission
