I just created a database manually. It was too late to continue the study. As a result, the following error was reported when I opened the database again today.

ORA-00704: bootstrap process failure.
ORA-39700: database must be opened with UPGRADE option

Use the following suggestions

SQL> startup update

The database can be opened, but it is not a solution after all. The above error will still be reported at the next startup. Query and Discovery

Through the explanation of common online problems, the database software is generally upgraded, but the corresponding database dictionary table is not upgraded. After startup upgrade, run catupgrd. SQL.

However, I did not upgrade the database I created manually yesterday. This is definitely not the case. I feel very confused. Let's take a look.

ORA-00704: bootstrap process failure bootstrap process failed, and the database did not perform any operation, just created the database after the data dictionary, combined with other online interpretations, it seems that something is wrong with creating a data dictionary. You can follow up through SQL tracking when opening database errors, and follow up on the SQL tracking file when opening the database.

SQL> startup mount ;;

SQL> alter session set SQL _trace = true;

Check the location of the tracking file and open the database. The above error is also reported.

Open the tracking file to the last few lines

Run

Select null from registry $ where cid = 'catproc' and version =: 1
This statement returns an error.

Start the database with startup upgrade and execute select null from registry $ where cid = 'catproc'. No error is found, but no record is recorded, so I checked SELECT * FROM REGISTRY $ WHERE CID = 'catproc' in a good database and found that there were records, the suspect is that no CATPROC record is found here, leading to database bootstrap process failure.
I carefully checked the script executed to create a data dictionary.

@ $ ORACLE_HOME/rdbms/admin/catalog. SQL
@ $ ORACLE_HOME/rdbms/admin/cataproc. SQL

It turns out to be the second script. It should be catproc. SQL.

After startup upgrade, run the script again and restart the instance.
