Oracle Match Monitor Hang problem

Do an Oracle Data Guard experiment. 2 nodes, one node configuration monitoring is no problem. In another node. The execution of any command related to the interception is hang live.  such as: Lsnrctl Stop/start/status, there is the time to run Netmgr and NETCA. Performance in the Order no response.

Started thinking that 1521 ports were occupied. Checked for Port normal:

[ROOT@DG1 ~]# netstat-anp| grep 1521

[Root@dg1 ~]#

The port is normal.

Log also has no useful information:

Because the system is installed by default, this problem is not noticed. After the IP changed to come over, in the secondary configuration monitoring. Everything OK.
