Proposal: Oracle supports installation on a system with a public IP Address Assigned by DHCP. However, static IP addresses should be used.
Address to configure the main network interface of the system, so that the Oracle software can work normally. For more information about installing software on a system with DHCP configured, see Installation

Solution:

Control Panel-> Add hardware-> yes, I have also connected to this hardware-> Add new hardware devices-> install me manually list select hardware (advanced) -> network adapter-> vendor: Microsoft
NIC: Microsoft loopback adapter.
Finally, assign an IP Address: 192.168.0.1 to the false Nic.
