the CreateUSER by test_user;--creates a role for creating roles   connect2;--for role authorization  GRANTCREATE to connect2; GRANT SELECT  on  to connect2;--give the user authorization to grant a role GRANT  to Test_user;

This whole process, in fact, is to package the permissions, and then through this package simplifies the process of authorizing the user.
