PS to make cool blue laser text effect tutorial

1, let's start by creating a new file. I'm using a 600x300 pixel canvas, 72 resolution. Fills the background with black. Now select the horizontal Text tool to set the font to Arial Black, regular, 48-point, smooth, and font-color #84c4ff. Enter your text on a new text layer
