Title Description:

Given an Integer (signed), write a function to check whether it is a power of 4.

Example:
Given num = +, return true. Given num = 5, return false.

Problem Solving Ideas:

-bit operation.

First judge whether there is only one digit of 1 and the remaining 0

Then determine whether the position of 1 is not an odd digit
