In some tricky situations, gaining time often means playing some basic organizational games. In other words, a responsible person must take steps to delay action, dispel stress, or divert the eyes of those who stare at them. These instruments are not insignificant entertainment, but the methods and strategies that all managers are constantly adopting. No one thinks they are the ideal way to deal with problems: they will be the third choice as a second choice. And very few people would be willing to work in a place full of such means. However, responsible managers sometimes find that these tools are not only necessary but also very useful. They realized that if they did not use them, they would not be able to survive, not help anyone, and could not climb to the point where the rules of the game could be determined. Investing wisely
Before quiet leaders take risky, uncertain actions, they calculate how much "political capital" they have, and they will be very concerned about how much risk they are taking in the matter, and how much they can expect to get in return for their investments. One mistake is to look at risk and return like a cautious, passive investor, and the ethical investment in the savings-bond model is inherently conservative. In a situation where costs and risks are enormous, it can become passive and even cowardly.
