Run cmd

Set ORACLE_SID=ORCL% service Name%

Set oracle_hostname= hostname% prevent resolution not successful%

Then check the net manager's listening address and the configuration of the net Configuration Assistant, verify that the IP is the same, restart the listener on the line (directly in the services.msc restart)
