Download and install Racer

1. Add Rust's Bin to the system variable Path

2. Run Rustpath\bin\cargo build--release

Installing Sublimetext

Installing Sublime rust-related packages rust, rustautocomplete

Edit Sublime under Rustautocomplete under the plug-in package management Settings-user, write:
