By default, users with non-administrator permissions cannot perform disk fragment. In XP, we can modify the Policy Group to grant non-administrator permissions to fragment management:

2. Expand: Computer Configuration-> Windows Settings-> Security Settings-> local policy-> User Privilege assignment
3. Find the "execute volume maintenance plan" and you will find that the Administrators group already exists. This means that all users in the Administrators group can Perform volume maintenance, so we only need to add the permitted users, such as the Power Users Group.
Users with permissions can organize disks and scan disks. However, users can also detach and manage volumes. Therefore, for some users, there is a risk of data loss.
Unfortunately, Windows 2000 does not have defrag.exe, and XP cannot be directly copied to. In addition, the Group Policy does not have the right to "execute the volume maintenance plan.
