My initial analysis is that the overall difference between the three programs themselves is not small, even if the technical advantages of the program two obvious, however, the team in other areas still do not have a good grasp of conditions.

In the decision-making process of possible technical options, if the project manager believes that the overall difference between technical solutions is not large, this method can be used to respect the choice of technical personnel, do their preferences, the project more favorable.
