Stm32 crystal oscillator does not vibrate

I just got the new board and burned the program into it, but the running address is incorrect. I didn't enter the C Language

Check the following four conditions:

1. Check whether the chip power supply is correct
2. Check whether the crystal oscillator line is short-circuited.
3. Check whether the load capacitor is correct
4. Check whether your reset circuit components are correct.

The crystal oscillator is not reflected by the oscilloscope.

The problem is that the reset circuit is incorrect. Remember that the boot0 = 0 Keil debugging mode must be set in this way.

Again with the oscilloscope check, crystal oscillator vibration, the program also jumped into the C language.
