The access level allows groups of users to access functionality in Team WEB access (TFS) based on their license level when they work in their local deployment of the Foundation Server (TFS). Some features, such as chart authoring, test case management, and team chat rooms, require advanced access rights.

You set access levels only for local TFS. For Visual Studio Online, see Account License Control access to advanced features.

As an administrator, you assign a user or user group to one of the three access levels (basic, advanced, and stakeholder) based on the license owned by each user. With the release of TFS 2013 Update 4, the access level name has been renamed to match the Visual Studio Online license level. A special note is that the service account is added to the default access level. If you set the stakeholder to the default access level, you must add the TFS service account to the basic or advanced group.

Does not require a license.   Assign stakeholder access to customers or stakeholders that you want to collaborate with but are not on your team.

If you are managing access rights for large groups of users, it is a best practice to create Windows groups or TFS groups first, and then add individual accounts to these groups.

From the TFS home page (for example, Http://myserver:8080/tfs), go to the Server Administration page.

Select a level, and then add users or groups.
