Tomcat does not compile a solution for the war package under WebApps

1. First see if Tomcat starts properly, and if you start Tomcat, start Tomcat with a DOS command to see what's wrong.

2. If Tomcat starts normally, but the war package is still not compiled

Open the Conf folder under the Tomcat directory under the Server.xml, probably at the end of the place there is a configuration, delete the red labeled context tag and then save it.
