Unable to connect after Oracle server is restarted

After the Oracle server is restarted, the following error is encountered when using the Toad client to connect to Oracle:

Oracle Ora-12514:tns:no Listener

Tns:listener does not currently know of SID give in Connect descriptor

Step one: Start TNS monitoring
