I want to create a database today, because I have always been used to Toad, so I use it to create a database. However, after the database is created, I cannot connect to it. I am prompted that the service is not monitored by the listener. I am helpless, therefore, you can use the "Database Configuration assistant" tool on the server to create a database. The database is successfully created and can be connected to the client.
