vs Close Browser Link

This is a new feature of VS2013, called Browser Link, based on SIGNALR.

It enables two-way communication between the VS IDE and your program, and the IDE edits the code to send changes to the browser without having to rerun the program.

1. Set appsetting "Vs:enablebrowserlink" to "false". This would disable Browser Link.

2. Set debug= false in Web. config file. This would also disable Browser Link. Note that debug= True was required for the Browser Link feature to work.
